Shared Class C hosting and an SEO VPS solve the same first problem: every site on its own dedicated, non-consecutive address, and then diverge completely on everything underneath it. The question is not which one ranks better. It is how much of the machine you need to own.
On shared hosting your CPU and memory are a slice of a pool, and the size of that slice depends on what everybody else is doing at that moment. Outbound SMTP ports are closed on every VPS in the network: a deliberate choice that protects the reputation of the ranges every customer's addresses come from. Send mail through a dedicated email provider's API instead.
